City Code 3.96 Committee and YOU

City Code 3.96 is what enables the Neighborhood Association model. It creates the structures within the City of Portland to support the work all of us do to help our neighborhood become an even better place to be.

Unfortunately, the neighborhood associations were not notified of the intent to change the code, were not made aware of the formation of the code change committee, and have not been included in the process to modify the code. The Brentwood-Darlington Neighborhood Association recently published a letter stating their position, which you can read here.
