Portland originally developed it’s Comprehensive Plan in 1980; periodic updates of the plan are mandated by the State of Oregon. The Comprehensive Plan Update will help to implement the Portland Plan, the City’s strategic plan for a prosperous, educated, healthy and equitable Portland.
